Burton had a tough childhood. As a child, his father frequently beat him, and he was severely hazed in college. Now, he teaches physical education with an almost drill sergeant-like approach. He believes that pain builds character, so he encourages bullying to this end. He also bullies students. He calls Pete into his office to yell at him, and, according to unused information found in the game files, he intimidates Pete and threatens to have the gym class beat him up the next day.

Burton is also a libertine. He complains about the lack of attractive women at Bullworth and sometimes boasts about how much they like him, even though they don't actually like him. He displays an inappropriate sexual interest in the older girls at Bullworth, including Zoe Taylor, who was expelled for complaining about Burton. Angie also claims that it's best to avoid Burton's gym class because "he's just not nice." He reads dirty magazines and seems to have a perverse interest in dirty panties.

His pride and joy are the Bullworth Bullhorns, the school's football team. It is strongly implied that he gives steroids to the female students on the team.

Osbourne claims that Burton only keeps his job because he has a thing against Dr. Crabblesnitch.

The alpha version of Mr. Burton was named "Neil" and had a slightly hunched back. Neil was later given the name Neil to the shop teacher.
